If you can see that no one wants to sit next to a particular client, talk to them about their interests and try to find some common ground between them and the rest of the group.
Shy people don't always want to be forced into 'having fun'. Let everyone develop their confidence at their own pace.
Be supportive and ready to listen. However at no time neglect the rest of the group, nor your duties as the tour guide.
