Adding regular styles first will allow you to plan for responsive styles by seeing the patterns emerge that are unique to your app.Responsive Design Workflow:

HTML is the structure (the skeleton) of our app. No HTML, no app.
Add normal styles that make the site look as desired on the browser.
Overwrite selected styles (i.e., float) with values intended for smaller screens and test on mobile.
Once both look good, review both files and eliminate repetition.
