E-file requirements
Unless you are working for a tax preparation firm, you will have to obtain an EFIN. An EFIN must be obtained if you file 11 or more tax returns. If you are in the business of preparing tax returns, you will have more than 11 clients or you will starve to death. Please read the following information from the IRS site discussing the steps needed to become an authorized e-file provider. This only needs to be done once for your firm. Note that the approval time is around 45 days. The IRS has tight scrutiny over its e-file providers.
No paystub filing

As an e-file provider, you are prohibited from transmitting returns prior to receiving your client's W-2, W-2G, or 1099-R forms. This means that as anxious as your client is to receive a refund you cannot file a return based on a pay stub or an earnings statement.
