Do you have to wait for reporters to call you? No, of course not. There's nothing wrong with you reaching out to a reporter. If you feel like you have ideas, insights information that will be useful for a story that the reporter is going to write or should write or put out in a TV or radio broadcast. The trick to this is reaching out to them in the right way. The most effective way I find these days and frankly, one of the least use is to summarize your thoughts in a quick, simple video.
30 Seconds to 90 seconds long, where you really say what is most interesting, get great sound bites, email it to the reporter and then call the reporter say I just sent you something that I think will be of interest to you and putting together a story today. Don't wait for them to always call you reach out, reach out with video. It's a very effective tool. Very few of us. competitors are doing it, I do it. Most of my competitors don't.
