Drill 17/12" hole and run 13-38" surface casing.
Surface casing

The surface casing should be set deep enough to protect freshwater aquifers from contamination, it can also cover any circulation zone.
After drill 17/12 hole to the required depth, we will run surface which is 13-3/8"
Each field area has different drilling problem subsurface condition so definitely it will have different casing setting programs.
Some well may have  18-5/8" or bigger size surface casing.
