Proper speedreading is hard. We expect at least 80% retention at a very high reading speed. At such speeds, most people do not understand a large part of what they read.
For most texts, we encounter we do not really need to understand and retain the text, but we do need to sort out which parts of the text are relevant and how. To do this we use a speed reading method we call prereading. The first time we encounter the text, we do not try to understand all of it. We skim through the text with a speed x5-x10 of our regular speed and notice the following:

The title and subtitle. Not just of the whole text, but also of sections and bullets.
The names and numbers. The names of the authors, the names/institutes of the experts, the locations.
Common words. The words that appear many times through the text.
Rare words. The words that are not commonly used or appear out of usual context in the text.
The structure of the text. Including examples, tips, background review, the summary of the...
